ElevenLabs is an AI audio platform for text to speech, speech to text, voice cloning, dubbing, sound effects and music, with a studio for long-form productions and an API. As of September 2026 the plans are Free at $0 with 10k credits a month, Starter at $6 for 30k credits, Creator at $22 for 121k credits with a first month at $11, Pro at $99 for 600k credits, Scale at $299 for 1.8M credits and 3 seats, Business at $990 for 6M credits and 10 seats, and Enterprise at custom pricing. Annual billing works out to ten months' cost, and unused credits roll over for up to two months.
The credit meter is the first thing people react to. Text to speech costs roughly 1 credit per character on standard models, and between 0.5 and 1 credit per character on the Flash and Turbo variants, so Creator's 121k credits are exhausted by a modest audiobook chapter or a few long videos, and the next tier is Pro at $99 per month, four and a half times the price. The Free plan does not include a commercial licence or instant voice cloning, so any published work needs at least Starter, and professional voice cloning of your own voice needs Creator at $22. Teams face a cliff as well: workspace seats only appear on Scale at $299 per month, and the highest API quality, 44.1kHz PCM output and 192kbps audio, starts at Pro.
The second reason is that many buyers only need one piece of ElevenLabs. Someone producing narration wants per-minute pricing, a podcaster wants an editor with voices built in, a developer wants the lowest price per character with predictable overage, and a compliance team wants deepfake detection rather than generation. Several competitors now price by character with overage rates published, by minute of download, or purely pay as you go with credits that never expire, and a few offer commercial rights at every paid tier including plans under $10.

Best for: Expressive text to speech with per-character pricing and published overage rates
Hume AI's Octave model is a text-to-speech system that can act on direction about emotion and delivery, and Hume also sells EVI, a speech-to-speech conversational model. Octave's Free plan includes 10,000 characters a month, roughly 10 minutes, with overage at $0.15 per 1,000 characters. Starter is $3 per month for 30,000 characters, Creator is $14 per month regular price, shown at $7 promotional, for 140,000 characters, Pro is $70 per month for 1,000,000 characters at $0.12 per 1,000 overage, Scale is $200 for 3,300,000 characters and Business is $500 for 10,000,000 characters at $0.05 per 1,000 overage. Pro's million characters for $70 undercuts ElevenLabs Pro's 600k credits for $99, and the published overage means you never hit a hard stop.

Best for: Corporate narration and e-learning voiceover billed by download minutes with full commercial rights
WellSaid is a voice studio aimed at training, marketing and product narration. The free Trial gives 3 download minutes a month without commercial rights. Starter is $19 per month or $10 per month billed annually at $120 a year, with 20 download minutes a month on monthly billing or 240 minutes a year on annual, all English voices and full commercial rights. Pro is $49 per month or $33 per month annually with 180 minutes a month or 2,160 a year. Business is $160 per user per month billed annually with 2,880 minutes a year per user for up to 5 seats, and Enterprise adds all languages. Minute-based pricing is easier to forecast than credits if you script in minutes rather than characters.
Best for: Pay-as-you-go voice generation with credit that never expires
Murf AI offers over 150 voices in more than 35 languages with a free trial that includes $10 of free credit every month with no card required and up to 5 concurrent requests. Beyond that it is pay as you go: $0.03 per 1,000 characters for the studio-quality Gen-2 model, $0.01 per 1,000 characters for the Falcon conversational model, $0.10 per minute for the voice changer and $0.02 per 1,000 characters for translation, with purchased credit that never expires and priority support. Enterprise adds data residency, on-premise deployment, professional voice cloning and an SLA. For occasional use, $10 of monthly free credit plus non-expiring top-ups beats paying $22 a month for credits that lapse after two months.

Best for: Podcasters and video creators who want AI voices inside a full editor
Descript is a text-based audio and video editor with AI voices, transcription and clip tools built in. The Free plan includes 60 minutes of media a month, 100 one-time AI credits, 5 GB of storage and 720p exports with a watermark. Hobbyist is $16 per month on annual billing or $24 month to month with 10 media hours a month, 400 AI credits and watermark-free 1080p export. Creator is $24 per month annually or $35 monthly with 30 media hours, 800 AI credits, 4K export and 1 TB of storage for up to 3 seats billed separately. Business is $50 per month annually or $65 monthly with 40 media hours, 1,500 AI credits, 2 TB, custom avatars and priority support. If you were using ElevenLabs only to fix narration in an edit, Descript folds that into the editing bill.
Best for: Enterprises that need voice generation and deepfake detection under one contract
Resemble AI combines voice generation with detection of synthetic audio, image and video. The Flex plan is $0 per month with no subscription fee: you buy credits as you go, get 1 team seat and access to deepfake detection at $0.035 per second for audio and $0.07 per second for video. Team is $350 per month or $280 per month annually with 5 seats, lower usage rates such as $0.015 per second for audio detection, batch uploads and large file uploads. Business is $1,000 per month or $800 annually with 20 seats, SSO and org-wide calendar integration for meeting analysis, and Enterprise is custom. It is a poor fit for hobbyists but a direct answer for security and trust teams that ElevenLabs does not serve.
Best for: Developers who want cloud TTS billed per million characters with a free monthly allowance
Azure AI Speech is Microsoft's cloud text-to-speech service with standard neural voices, Neural HD voices, custom professional voices and personal voice. The free F0 tier includes 0.5 million neural characters a month, which is 50 times ElevenLabs' free 10k credits, though without ElevenLabs' studio or cloning tools. Pay-as-you-go pricing is per 1M characters for real-time and batch synthesis, with custom professional voice training and endpoint hosting billed separately and commitment tiers at 2,000, 10,000 and 50,000 hours; the per-million rates were not rendered on the pricing page at the time of checking, so check the vendor's pricing page or calculator. Voices are licensed for commercial use as part of the Azure service.
Best for: Turning scripts into narrated videos with voices, avatars and translation in one tool
Fliki generates narrated videos from text, with over 2,000 voices, AI avatars and translation into more than 80 languages. The Free plan includes 3 credits a month, 1-minute exports and 300 standard voices without voice cloning or commercial rights. Standard includes 180 credits a month, 15-minute exports, 1,000 voices including 500 ultra-realistic ones, 1 voice clone, full HD export and commercial rights, and Premium includes 600 credits a month, 40-minute exports, all AI avatars, 3 voice clones, multiple brand kits and API access, with 40% off on annual billing. Fliki did not display the plan prices in the page content checked, so check the vendor's pricing page. It suits people who use ElevenLabs for video voiceovers and would rather have the video part included.
For pure text to speech at volume, Hume AI's Octave plans give more characters per dollar than ElevenLabs at every paid tier and publish overage rates, and Azure's free 0.5 million characters a month is the developer choice for prototypes. Narration teams that think in minutes should pick WellSaid, and occasional users should pick Murf's non-expiring pay-as-you-go credit. Descript is the answer if the voice work happens inside a podcast or video edit, Fliki if the output is a narrated video, and Resemble AI if you also need deepfake detection.
