GitHub Copilot is GitHub's AI pair programmer, delivered as extensions for VS Code, JetBrains and Neovim plus chat, code review, a CLI and a cloud coding agent that can work from an issue to a pull request. As of September 2026 the individual plans are Copilot Free with 2,000 completions a month, Pro at $10 per month, Pro+ at $39 per month and Max at $100 per month; organizations pay $19 per seat for Business or $39 per seat for Enterprise. Premium model usage on every plan is metered in GitHub AI Credits, with a base of 1,000 credits a month on Pro, 3,900 on Pro+ and Enterprise, 1,900 per user on Business and 10,000 on Max.
The credit system is the main reason people shop around. Inline suggestions are unlimited on paid plans, but chat, agent mode and the cloud coding agent draw down a monthly allowance of GitHub AI Credits, and the Pro plan's base of 1,000 credits runs out quickly if you lean on agent mode all day. Copilot Free is capped at 2,000 completions a month, restricts code review to a selection in VS Code and only offers automatic model selection, so it is more of a trial than a working tier. Access to third-party agents such as Claude and Codex is reserved for Pro+ at $39 and Max at $100, which is four to ten times the Pro price.
The second reason is that Copilot grew up as a completion tool and its agent features arrived later, so developers who want an agent-first workflow, long-running autonomous tasks or a terminal-native agent often find the dedicated agent products below a better fit. A few of them also let you bring your own API key, which replaces credit arithmetic with a plain per-token bill.
Built from each tool's listing. Vendors can update their own listing after claiming it.

Best for: Developers who want a long-running coding agent in the terminal, IDE and browser, on the same subscription as their chat assistant.
Claude Code is Anthropic's agentic coding tool and is available in the terminal, as VS Code and JetBrains extensions, on the web, on desktop, on mobile and in Slack. The vendor describes it as building a plan, asking clarifying questions and handling work that runs for hours, including reading issues, writing code, running tests and opening pull requests. It is included with Claude Pro at $20 per month, or $17 per month billed annually, and with the Max plans at $100 and $200 per month that carry five or twenty times the Pro usage. Team seats are $25 per month, or $20 on annual billing, with a $125 premium seat. Usage is a plan allowance rather than a credit meter, and API users pay standard token pricing instead.

Best for: Developers who want an agent-first editor with unlimited tab completions and a code review bot built in.
Cursor is a VS Code fork rebuilt around an agent, with cloud agents, MCP support and the Bugbot reviewer included on paid plans. The pricing page lists a free Hobby tier with limited agent requests, Pro at $20 per month with unlimited tab completions and extended agent limits, Pro Plus at $60, Ultra at $200, Teams at $40 per user per month and Teams Premium at $120 per user with five times the agent limits. Included usage is split into a Cursor Models pool and an Other Models pool billed at each third-party model's API price, with on-demand usage in arrears once the pools are spent. It costs twice Copilot Pro but the agent is the center of the product rather than an add-on.

Best for: Teams that want an IDE with local and cloud agents managed from one place.
Windsurf has been renamed Devin Desktop under Cognition, and the FAQ on the product page says existing plans, pricing, extensions and settings carry over automatically. It is still an editor with unlimited tab completions and inline edits on the Free plan, but the new focus is an Agent Command Center for running fleets of local and cloud agents. Pro is $20 per month with full model availability and Devin Cloud agents, Max is $200 per month with much higher quotas, Teams is $80 per month plus $40 per full developer seat, and Enterprise is custom. Copilot's cloud agent is one feature among many, whereas this product is built around delegating whole tasks.
Best for: Developers who want an open-source agent and would rather pay a model provider directly than count credits.
Cline is an open-source coding agent for VS Code and the CLI with a client-side architecture, an MCP marketplace and multi-root workspace support. The Open Source tier is free, and inference is either purchased at cost or supplied through your own API keys from OpenAI, Anthropic, Google and others, so there are no credits to track, only the provider's token bill. The Enterprise plan is custom priced and adds a JetBrains extension, SSO, role-based access control, centralized billing and the ability to limit which inference providers a team can use. It is the clearest cost model on this list, at the price of doing your own key management.

Best for: Teams building on AWS that want a flat per-user price with IP indemnity.
Amazon Q Developer is an IDE and CLI assistant from AWS with agentic requests, chat, code suggestions and a Java transformation agent. The Free tier includes 50 agentic requests a month, access to the latest Claude models and 1,000 lines of Java transformation. Pro is $19 per user per month with increased agentic request limits, an admin dashboard with user and policy management, IP indemnity, automatic opt-out of data collection and 4,000 lines of Java transformation per user pooled at the account level. It costs the same as Copilot Business per seat but the agentic allowance is described as a limit on requests rather than a credit pool.
Best for: Budget-conscious developers who want a VS Code or JetBrains agent with a very low entry price.
CodeGPT is an AI coding platform for building and running coding agents inside VS Code and JetBrains IDEs. The Free plan gives 10 daily interactions on economy models, a $1 welcome credit for premium models, support for more than 15 API key providers and local models. Professional is $9 per month, or $108 per year, and adds unlimited economy model usage, unlimited autocomplete, access to Claude, GPT and Gemini models and an agentic mode with planning. Teams is $27 per seat per month, or $324 per seat per year, with pooled credits and an admin dashboard. It undercuts Copilot Pro by a dollar and supports bringing your own keys, though it is a smaller ecosystem.
If you already pay for ChatGPT Plus or Claude Pro, use the coding agent that comes with it: Codex or Claude Code cost nothing extra and remove the credit meter. If you want an agent-first editor, Cursor Pro at $20 or Devin Desktop Pro at $20 are the direct upgrades. Developers who want transparent costs should run Cline with their own API keys, and AWS-centric teams can get a flat $19 per user from Amazon Q Developer Pro.
